All fuses good. Lights stay in Low beams even after switching lever multiple times.
So where is the High/Low Beam relay? Don't see it anywhere on the list in the Owner's Manual.
So I'm guessing there is no relay, but that the lever on the steering column just operates a switch from Hi to Lo and the switch isn't working.
Correct?

Learned on Rennslist 928 forum that the same relay that operates the headlight buckets has the dimmer relay in it.

The 1981 928 Headlamp Relay is XIX XX. The wiring schematic is attached.
High beams left and indicator light is Fuse 24
High beams right is Fuse 25
Test to determine if the dimmer flasher switch works. The 30 circuit (always 12V) powers headlamp flasher/high beams. The switch input is Central Electric plug A1 and output goes to Central Electric plug B1 which connects to headlamp relay pin 86. With the high beams turned on, you should see 12V at B1 and relay position 86. If no voltage is found, the wiring or switch is faulty. If there is voltage, the relay is possibly failed.
Do you know if the headlamp high beams work? Check the voltage at fuses 24 and 25 with the high beams on. If there is 12V the relay is functioning and the headlamp high beam bulbs are not illuminated the headlamps or wiring is faulty.

Bad relay, coil that operates dimmer not working. Other coils good.
