Hot car electrical gremlins.

It may be the pigtail like you say Austin.
That may be where the high resistance is. between that bulb socket or the wire connected to it.
But it will be on the ground side where the poor connection is.
Replace the socket and if it still has a dim glow through the other side bulb, install another ground.

Well, I can't say for sure that it's the heat. But, most of my driving is in the spring, summer and fall. In the spring and fall (cooler weather) these issues don't seem to arise. In the summer they do. Usually here, when it's hot (80's - 90's) it's also humid. My car doesn't see much rain. But, when it has, no issues.
